Lauded for successfully reducing crime in New York, the "broken windows" theory of policing has always been underpinned by a rather negative view of how cities worked, as Drew Reed lays out. New research now suggests that its successes might have been down to coincidences including, interestingly, the removal of lead from gasoline and thus from the population's bloodstream.
